Hard Money Loans in Maryland

Apex Capital Advisors arranges hard money and other business-purpose loans for Maryland investors, from Baltimore rowhouse rehabs to suburban rentals and ground-up builds. The lay of the land

Investing in Maryland

Maryland's investor market runs along the corridor between Baltimore and Washington. Baltimore City and its older inner suburbs hold the state's brick rowhouse stock. Montgomery and Prince George's counties are Washington suburbs of townhouses, garden apartments and single-family neighborhoods, tied to federal employers such as the National Institutes of Health, NASA Goddard and Joint Base Andrews. Howard and Anne Arundel counties sit between the cities, near Fort Meade and the National Security Agency.

Farther out, Frederick and Hagerstown anchor western Maryland's valleys, Southern Maryland leans on Naval Air Station Patuxent River, and the Eastern Shore mixes farm towns, Salisbury and Ocean City beach rentals. Investors rehab older rowhouses and single-family homes, hold townhouses and small multifamily as rentals, and build infill in the suburbs. Local rules shape those plans: court-ratified foreclosure sales, lead-paint registration for older rentals, ground rents on some Baltimore-area homes and rent stabilization across much of Montgomery County.

Loan programs

Loan Programs in Maryland

Four ways to finance an investment property in Maryland, each sized to the deal rather than a fixed product.

01

Short-term project capital

Fix and Flip Loans in Maryland

In Baltimore, a hard money fix and flip loan often funds a prewar brick rowhouse where the roof, structure, wiring and plumbing come before finishes, and lead paint must be planned for. In Columbia, Germantown and other later suburbs, budgets go to kitchens, baths, windows and HVAC.

Apex funds up to 92.50% of total cost and up to 100% of the rehab budget, released in draws as work is inspected. The minimum FICO is 650, and first-time investors are welcome. Each deed carries state transfer and county recordation taxes, so price both ends.

  • Newbies are welcome
  • Up to 92.50% Loan to Cost (LTC)
  • Up to 100% of rehab budget

Long-term rental financing

DSCR Rental Loans in Maryland

Maryland rentals run from Baltimore rowhouses and small apartment buildings to suburban townhouses, condos near MARC and Metro stations, and vacation homes in Ocean City and around Deep Creek Lake. Apex qualifies DSCR loans on the property's cash flow, not your personal income, with DSCR as low as 0.75x, 30-year fixed and ARM options, loan amounts from $100K to $3M+ and cash-out up to 80% LTV. Reaching the full 80% takes a stronger DSCR and credit score than the program minimums, so leverage on each file is set by its DSCR and credit. Short-term rentals are eligible.

Plan for the state lead law at every turnover, and for rent stabilization on older licensed units across much of Montgomery County.

  • Qualified on the property's cash flow, not your personal income
  • No traditional employment or personal-income verification
  • Cash-out refinance LTV up to 80%

Interim financing

Bridge Loans in Maryland

Maryland foreclosure sales pass title only after the circuit court ratifies them, so an auction buyer settles after ratification, not on bid day. A short-term hard money bridge loan can carry that settlement, close faster than a bank, or fund the next property before the last one sells. It also fits a Baltimore rental that needs repairs to pass its licensing inspection before a long-term lender will take it.

Apex sets bridge terms deal by deal, considers first-time sponsors and can fund qualified deals with complete documents in as fast as 15 days.

  • Structured for transactions that cannot wait
  • Property in transition, lease-up or repositioning
  • Terms set deal by deal rather than to a fixed product

Ground-up construction

New Construction Loans in Maryland

Ground-up work in Maryland ranges from infill houses on Baltimore lots and teardowns in close-in Montgomery County to townhouse and single-family builds in Frederick, Howard and Anne Arundel counties. A hard money construction loan from Apex funds up to 100% of the construction budget, released in stages against progress, and the lot purchase can be included. Approved plans are needed before closing and permits before the first draw.

Near the Chesapeake Bay and its tidal rivers, check whether the lot falls in the state's Critical Area, where local programs set shoreline buffers and setbacks.

  • Up to 100% of the construction budget
  • Land or lot cost and build budget assessed together
  • Capital released in stages against construction progress

Program terms are general guidelines, not a quote or commitment. Every loan is subject to underwriting and approval and is for business purposes only.

Local markets

Where We Finance in Maryland

Apex offers loans statewide. These markets are a starting point, not a limit.

Baltimore

Baltimore is Maryland's rowhouse city. Brick rowhouses, many with Formstone fronts, line neighborhoods such as Canton, Federal Hill, Hampden, Highlandtown and Pigtown, while Johns Hopkins, the University of Maryland Medical Center and the Port of Baltimore anchor the economy. Shared walls, low-slope roofs, old wiring and lead paint drive rehab budgets, and vacant houses mean conditions change block by block. Every non-owner-occupied property must be registered with the city each year, and a rental also needs a city license, which requires a passing inspection by a state-licensed inspector and current lead certification.

Columbia

Columbia is the planned community James Rouse created in Howard County, between Baltimore and Washington. Its villages, linked by pathways, mix detached houses, townhouses, condos and apartments, and Downtown Columbia near Merriweather Post Pavilion is adding apartments. Much of the housing dates from the community's early decades, so flips mean updating kitchens, baths, windows, roofs and mechanicals more than structure. Homes under Columbia Association covenants owe an annual charge under the deed, based on the state's assessed value and billed separately from county taxes. Count it in carrying costs and in a DSCR payment.

Germantown

Germantown is an unincorporated upcounty community in Montgomery County, a suburb that grew late in the last century and is built largely of townhouses, condominiums and single-family subdivisions. Hughes Network Systems is headquartered here, Holy Cross Germantown Hospital and Montgomery College's Germantown campus anchor the area, and MARC Brunswick Line trains run to Washington. Flips usually mean updating townhouses and condos, not structural repair. Germantown is not among the municipalities excluded from county rent stabilization, so older licensed rentals are covered unless an exemption applies. Check HOA or condo leasing rules before buying.

Annapolis

Annapolis is the state capital and home of the U.S. Naval Academy and St. John's College, where the Severn River meets the Chesapeake Bay. The academy, state government and the regional hospital bring a steady base of staff and military households. Housing runs from colonial-era brick homes in the historic district to waterfront houses in Eastport and postwar neighborhoods beyond. Every exterior change in the historic district needs approval from the city's Historic Preservation Commission, so build that review into the timeline. Low-lying streets near City Dock flood at high tide, which affects insurance and resale.

Before you buy

What Investors Should Know About Maryland

01

Foreclosure sales need court ratification

A Maryland deed of trust or mortgage may carry a power of sale, but only an individual may exercise it, and the sale passes title only after the circuit court ratifies it and the buyer pays. On residential property, the lender must send a notice of intent to foreclose and wait the statutory periods before filing. Mediation covers only owner-occupied homes.

02

Transfer and recordation taxes

Each deed carries the state transfer tax and a recordation tax at the rate Baltimore City or the county sets. On a sale to a first-time Maryland home buyer who will live there, the state rate is reduced and the seller pays it all. A purchase-money deed of trust meeting the statute's timing and recital rules is exempt from recordation tax.

03

Lead law for older rentals

The lead law covers rental property built before the federal ban on lead-based paint in housing, unless certified lead-free. A new owner must register it with the Maryland Department of the Environment shortly after buying and renew every year. Before each new tenant, chipping, peeling or flaking paint must be removed or repainted and the property must pass an inspected lead-dust test.

04

Montgomery County rent stabilization

Licensed rental units in Montgomery County become rent-stabilized at an age the county sets, unless exempt. A regulated unit's rent can rise no more than once a year, with advance written notice, and only up to an inflation-linked cap the county publishes. Newer units, transient lodging such as Airbnb and some small individual landlords are exempt. Gaithersburg, Rockville, Takoma Park, Barnesville and Laytonsville are outside the program.

05

Ground rents

Some older Maryland homes, many around Baltimore, are leaseholds with ground rent owed to a separate landowner. New ground leases of this kind can no longer be created on homes and small residential buildings. An unregistered holder cannot collect the rent or sue to enforce it, so check the State Department of Assessments and Taxation's online registry during title work. Owners of redeemable ground leases can apply to redeem through the department after giving notice.

Questions

Maryland Hard Money Loan FAQs

Not answered here? Call +1(551) 321-5995 or read the full FAQ.

Do you offer hard money loans in Maryland?

Yes. Apex arranges business-purpose hard money loans across Maryland, including Baltimore, Columbia, Germantown and Annapolis, for fix and flip, DSCR rental, bridge and new construction projects. Loans are for investment property only, never a home you or your family will live in.

Can a first-time investor finance a Baltimore rowhouse rehab?

Yes. First-time investors are welcome, the minimum FICO is 650, and lower scores are considered case by case. A fix and flip loan can cover up to 92.50% of total cost and up to 100% of the rehab budget. Draws reimburse finished work, so keep cash for the first phase.

Does rent stabilization affect a DSCR loan in Germantown?

The loan is qualified on gross rent against the full monthly payment, including taxes, insurance and any HOA dues. Rent stabilization does not change that math at closing, but it limits how fast a regulated unit's rent can rise. Underwrite on today's documented rent and check for an exemption.

Does refinancing a Maryland flip trigger recordation tax?

Generally only on the new money. A deed of trust from the original borrower is exempt up to the unpaid principal of the loan it refinances, if the required statement or affidavit is included. Cash-out above that balance is taxed at the county's rate.

Do I need to register a Baltimore rental under the lead law?

Yes, if it was built before the federal ban on lead-based paint in housing and is not certified lead-free. Register it with the Maryland Department of the Environment shortly after buying, renew every year and pass a lead-dust inspection before each new tenant. Baltimore's rental license also requires lead certification.
