The lay of the land

Investing in Illinois

Illinois splits into two investor markets: the Chicago region and the rest of the state. Chicago's neighborhood housing is old and dense, with brick bungalows, greystone two-flats and three-flats, frame worker cottages and courtyard apartment buildings. The collar counties, including DuPage, Kane, Lake, McHenry and Will, mix older river and railroad towns with postwar subdivisions and townhome communities, plus warehouse and logistics jobs along the interstates in Will County.

Elsewhere, each metro has its own anchors: aerospace plants in Rockford, the University of Illinois in Champaign-Urbana, State Farm and Illinois State University in Bloomington-Normal, state government in Springfield, the Rock Island Arsenal in the Quad Cities and Scott Air Force Base in the Metro East. Housing there leans toward older single-family homes and small rentals. Cold winters and freeze-thaw cycles drive rehab budgets statewide, so basements, foundations, roofs, masonry and heating come first. Common plays are renovating older houses, holding small rentals and building on teardown lots.

Loan programs

Loan Programs in Illinois

Four ways to finance an investment property in Illinois, each sized to the deal rather than a fixed product.

01

Short-term project capital

Fix and Flip Loans in Illinois

Illinois flips usually start with an older house, where costly surprises sit behind the walls. In Chicago bungalows and two-flats, scope masonry, roofs, boilers, old wiring and lead water service lines before finishes, and check basements for water, sump pumps and backflow protection. Late twentieth-century suburban houses tend to need lighter work: kitchens, baths, windows and mechanicals.

Apex's hard money loans fund up to 92.50% of total cost and up to 100% of the rehab budget, released in draws as work is completed. The minimum FICO is 650, lower scores are considered case by case, and first-time investors are welcome.

  • Newbies are welcome
  • Up to 92.50% Loan to Cost (LTC)
  • Up to 100% of rehab budget

Long-term rental financing

DSCR Rental Loans in Illinois

Illinois rentals run from Chicago two-flats and courtyard buildings to suburban townhomes and older houses in Rockford and downstate cities. Renters follow jobs and transit, so hospitals, universities and Metra or L stations matter. In Chicago, check whether the Residential Landlord and Tenant Ordinance covers the building before you sign leases.

Apex qualifies DSCR loans on the property's cash flow, with no personal-income verification, ratios as low as 0.75x, 30-year fixed and ARM options, loan amounts from $100K to $3M+ and cash-out refinancing up to 80% LTV. Reaching the full 80% takes a stronger DSCR and credit score than the program minimums, so leverage on each file is set by its DSCR and credit. Long- and short-term rentals are eligible.

  • Qualified on the property's cash flow, not your personal income
  • No traditional employment or personal-income verification
  • Cash-out refinance LTV up to 80%

Interim financing

Bridge Loans in Illinois

A bridge loan is short-term hard money that buys time. In Illinois it can carry a Chicago two-flat or courtyard building through repairs and lease-up before a DSCR refinance, or let an investor close on a suburban purchase before another property sells. Plan around the slow parts: title work, permits, winter weather and, for distressed property, a court-run foreclosure.

Apex sets bridge terms deal by deal. Experienced and first-time sponsors are both considered, term sheets come back within 12-24 hours, and qualified deals with complete documents can fund in as fast as 15 days.

  • Structured for transactions that cannot wait
  • Property in transition, lease-up or repositioning
  • Terms set deal by deal rather than to a fixed product

Ground-up construction

New Construction Loans in Illinois

Much of the investor building in Illinois is infill: a new house on a Chicago city lot, or a larger home replacing an older ranch in a suburb such as Naperville. Winter shortens the building season, so plan to enclose the structure before the cold. Under the Mechanics Lien Act, subcontractors and suppliers can preserve lien rights by serving notice on the owner and lender within a deadline after they finish, so collect lien waivers with every draw.

Apex funds up to 100% of the construction budget in stages as work is completed, and the lot purchase can be included.

  • Up to 100% of the construction budget
  • Land or lot cost and build budget assessed together
  • Capital released in stages against construction progress

Local markets

Where We Finance in Illinois

Apex offers loans statewide. These markets are a starting point, not a limit.

Chicago

Chicago's investor staples are two-flats and three-flats, often greystone or brick, along with the brick bungalows of the Bungalow Belt that rings the city's outer neighborhoods and frame worker cottages closer to downtown. A renovated two-flat can be sold, or leased and refinanced into a DSCR loan. Typical scopes cover masonry, porches, boilers, electrical and basements. Budget for the city's own transfer tax on both ends of a flip, and confirm zoning before you add a unit. Values change block by block, so price the exit on nearby renovated sales.

Aurora

Aurora sits on the Fox River and spreads across Kane, DuPage, Will and Kendall counties, so taxes and services depend on the exact address. Near downtown and on the near east and west sides, Victorian and early twentieth-century houses often need full rehabs. The far east side, toward Naperville, is newer, with late twentieth-century subdivisions and townhome communities where the work is more often cosmetic. Rush Copley Medical Center, Aurora University and the Metra BNSF line to Chicago support rental demand. On a townhome, HOA dues count in the DSCR payment.

Naperville

Naperville straddles DuPage and Will counties, with a downtown Riverwalk along the DuPage River, North Central College, Edward Hospital and Metra BNSF service to Chicago. Its well-regarded schools draw buyers who expect a finished product. Away from downtown, the city is largely late twentieth-century subdivisions where kitchens, baths, roofs and mechanicals are coming due, so flips tend to be moderate updates sold to owner-occupants. Near downtown, teardowns replaced by larger new homes are common, which is where a new construction loan fits. Price the exit against renovated or new homes on nearby streets.

Rockford

Rockford sits on the Rock River in Winnebago County, northwest of Chicago. Its economy leans on manufacturing, including aerospace firms such as Collins Aerospace and Woodward, plus the cargo hub at Chicago Rockford International Airport and the city's hospital systems. Older neighborhoods near downtown, including the Haight Village historic district, hold Victorian and early twentieth-century houses, while far east side subdivisions toward the tollway are newer. Investors here buy single-family houses and small multifamily buildings to rent or resell. Expect heavier mechanical and roof scopes in the older housing stock.

Before you buy

What Investors Should Know About Illinois

01

Foreclosure goes through the courts

Illinois foreclosures proceed in court under the Illinois Mortgage Foreclosure Law. A residential owner can redeem until the later of a set period after being served with the summons or a set period after the foreclosure judgment, and a court can cut that short if it finds the property abandoned. Plan distressed purchases on a court timeline measured in months, not weeks.

02

Transfer taxes, with a Chicago layer

Illinois taxes real estate transfers and Cook County adds its own tax, both generally paid by the seller. Chicago adds a city tax on top: in general the buyer pays the city portion and the seller pays a supplemental portion that funds the Chicago Transit Authority. A Chicago flip pays the buyer's share going in and the seller's shares going out.

03

Local rent control is preempted

The Rent Control Preemption Act bars units of local government from enacting, maintaining or enforcing any ordinance that controls the rent charged for private residential or commercial property. No Illinois city or county can cap rent at renewal, though leases and local tenant rules, such as Chicago's notice requirements, still apply. Underwrite rent from the market.

04

Security deposit rules

Under the Security Deposit Return Act, a residential landlord who keeps part of a deposit for damage must send an itemized statement with receipts within a set time after move-out, or return the full deposit by a later deadline. A refused or bad-faith statement plus a missed deadline can cost the landlord a penalty on top of the deposit. Chicago's Residential Landlord and Tenant Ordinance adds its own deposit rules.

Questions

Illinois Hard Money Loan FAQs

Not answered here? Call +1(551) 321-5995 or read the full FAQ.

Do you offer hard money loans in Illinois?

Yes. Apex provides business-purpose hard money and private financing across Illinois, including Chicago, Aurora, Naperville and Rockford, for fix and flip, DSCR rental, bridge and new construction projects. Loans are for investment property only, not a home you or your family will live in.

Can I finance a Chicago two-flat or three-flat?

Tell us about the building and the plan, and we will look at it as investment property. A fix and flip loan can cover up to 92.50% of total cost and up to 100% of the rehab budget. Once the units are leased, a DSCR loan can refinance the building based on its rent.

Do Illinois property taxes affect a DSCR loan?

Yes. DSCR divides rent by the full monthly payment, including property tax, insurance and any HOA dues, so the tax bill moves the ratio directly. The general homestead exemption is meant for homes their owners live in, so do not count on a seller's lower bill carrying over to a rental. Apex allows DSCR as low as 0.75x.

How fast can an Illinois deal close?

We issue a term sheet within 12-24 hours, and qualified deals with complete documents can fund in as fast as 15 days. Settle the title work, the current tax bill and, in Chicago, the city transfer tax early so none of them surprise you at closing.

Can I finance a teardown and new build in Naperville?

Yes. A new construction loan can include the lot purchase, and up to 100% of the construction budget is released in stages as work is completed. Approved plans are required before closing and permits before the first draw, and your completed projects count toward approval.
